You can do this now. Open and pin colour studio. Set colour to RGB slider (or Hex, If you want hex values). Select Colour Picker tool and in Context menu activate ‘ Auto apply'. Choose how many px's to. Sample. Drag the colour picker tool out onto the screen and move loupe over px's you want sampled. Read RGB /Hex value from colour studio. Move loupe and colour changes.

Yes , but I can´t do like in the desktop version. I want to fix some points in the picture and check how these poits RGB values changes , when I apply a filter of effects...

Unfortunately lots of little controls still missing in iPad.  It would be a good idea  to repost this as a request on the Features for iPad thread as this is not currently a feature. :)
