Command + ` doesn't quite 'Switch to Next View'

I was checking something in response to a query about Separated Mode. I found that Command + ` (I calle it Tilde even though that isn't it) won't cycle through the different windows, neither Documents nor New Views. 'Switch to Next View' is what it is called in the Preferences > Keyboard Shortcuts > Miscellaneous.
