Under most normal circumstances you would use File > Export to save in other formats. The only exception I can think of is, e.g., if you opened a .png (or .jpg, .tif, .pdf, etc.), made changes and then used Save to save over the original file. IT may be a known problem with the file save dialog in general but we will see what we can do.
