moving a custom crop area?

Spent my first 6 hrs with Photo/iOS today. As impressive as designer!

I have a photo whose dims are larger than 6 x 4. I can easily make a crop area 6x4 but Photo won’t let me move the crop area to where I want, to get the best part of the photo to be within that 6x4 crop area.

Can someone point out what I’m missing?

There seems to be a bug here, but I’ve just stumbled upon a workaround. I accidentally rotated the image by dragging outside the ‘Absolute Dimensions’ cropping region I had created, and after undoing that rotation I was able to drag inside the cropping rectangle to move it (instead of starting a new crop).

I have found that you can't just move the crop area. You have to press on it (ideally over where the guide lines cross) and pause a second before it will move. 

Windows PCs. Photo and Designer, latest non-beta versions.
