Is it possible to change the color of an imported bitmap TIFF

I usually change the color of a black bitmap texture (see below) on Illustrator but I don't see how I can do on Affinity Designer.

That is usually done in AD with fill layer with suitable blend mode applied.

You can also use a colour overlay with the add blend applied

Or apply a Gradient Map adjustment.
