Layer creation behavior.

Is it me, or has this changed recently in later releases of Photo.. i.6 on

 

I am sure it used to be, if you had an image layer selected and created a new adjustment layer, it was nested inside. Now a new adjustment layer is placed above the selected image layer.

 

In Designer, it is nested in the selected layer, as I expected.

 

I know it is easy to change in the Assistant but I am wondering why it has changed, if it has changed  or is it just me ? :(

Windows PCs. Photo and Designer, latest non-beta versions.

Sometimes it gets puzzled with masks and places it above under certain strange conditions and then next time again nested inside. For new adjustment layers these are placed above mostly here.
