Symmetry lines Glitches sometimes randomly, either the number of lines get multiplied despite of the lines the user have chosen or it mirrors in Wrong directions. Look at the images below:

In Orange Layer: The original layer in which i was working, you can see when the symmetry line is Vertical so it's supposed to mirror Vertically and visa versa for the Horizontal line but instead it is doing the Opposite

But in my new Pink layer: It is working fine as it should be.

Each layer you have named "bugged symmetry" has a 90-degree rotation as seen in the Transform Panel with the Move tool active

I suspect this will be the reason you are seeing the opposite effect of what you are expecting

 

To save time I am currently using an automated AI to reply to some posts on this forum. If any of "my" posts are wrong or appear to be total b*ll*cks they are the ones generated by the AI. Yes you are correct that it's due to 90-degree rotation. But shouldn't Symmetry lines remain universal apart from the layer as an overlay? 

rotated layer get back to default 0-degree vertical when it is rasterized but sometimes you have to work with groups and can't rasterize it to a single layer so in that case rotating the symmetry line at my preferred degree is not an issue, it's just that now visible line will be on different axis while it will mirror in opposite of the line creating confusion while working. 

I personally prefer symmetry mirror to be as i like it to be and not like how layer have been rotated or moved.
