Pomohlo by zobrazení Layers panelu.

You can only use the Effects on whole layers, not specific portions of text.

Even if a part of the text is selected with the Artistic Text Tool, an fx can be applied that is applied to the entire layer.

And I can also apply an Effect, to the whole layer, when some text is selected in a Frame Text layer too.

I thought that was what the problem was but, after a little experimentation, it seems I was wrong.

I’ve tried to replicate the problem but can’t seem to get myself into the same situation.

If the OP can give us more details about the situation they are in - what type of layer is selected, how they selected the text, etc. - then that might help.

Ah, I managed to see the same thing when I was editing a ‘normal’ page and selected some text that was in a Frame Text layer on an applied master page – see attached image.

I don’t know if we should be able to add an Effect to a layer on a master page without editing the master page itself (I suspect not).

You would probably have to use Edit Detached. You are affecting the Frame definition, and as the Frame comes from a Master Page you would need to Detach, or edit on the Master Page.

Yes, that's why I asked if it was the text on the Master Page. Unfortunately, the mentioned screenshot from the OP did not contribute to the confirmation and understanding of the relationships between the layers. It's also awkward that it appears to be a dimensional Text Frame (even though the text is selected with the Artistic Text Tool), so the edges of the frame are not visible to confirm the impossibility of editing (crosses at border points).

Yeah, the screenshot was a bit confusing but at least we got one, so thanks to the OP for that.

Being able to see the selected layer in the Layers Panel could have made this easier to diagnose.

P.S. I’m also wondering, if the light-blue horizontal lines are for the baseline grid, why none of the glyphs seem to be aligned to it, but that’s probably a different issue, or I’m not looking at it right, or I’m missing important information (it just looks a bit odd, but maybe they're deliberately not using the baseline grid for that part of the text).
