Ctrl+L click drag doesn't activate Duplicate/Power Duplicate when rotating/scaling/sheering only

I noticed that only moving a layer with the Move Tool activates Duplicate and Transform when using ctrl+L click drag. Would be more convenient if we could duplicate using any transform action by holding down ctrl beyond just moving the object on the canvas first.

I'll get this moved to Feedback, as this feature is working as designed, so this wouldn't be classed as a bug

All right. Just thought it would make sense that any bounding box transforms should count as a duplicate when holding down ctrl.
