Windows 10 PRO 22H2 operating system build 19045.
The problem appears in all three applications (latest versions of Photo, Designer, Publisher).

If you do not close the "rename layer" panel and you switch to another window, the "rename layer" panel will remain at the top of the stack of opened windows on the screen. 

I'm attaching screenshot that describes the problem.

Durning the work i found that there are more dialog boxes whose z-order on the screen is incorrect, that are placed above the stack of other opened windows on the screen.

  • "Export Options" dialog box. Shows up when you choose either of options bellow:
    - Export persona → Slices panel → Create export setup preset
    - Export persona → Slices panel → Rename export setup preset
     
  • "Preset Name" dialog box. Shows up when you choose either of options bellow:
    - File → Export → Create preset
    - File → Export → Rename preset

The issue is up to date for the latest version 2.4.2 (Windows).

@Lee D I will be gratefull if you add these two more to the list of dialogs whose on-screen Z-order is incorrect in the bug report.
