@MikeTO Thank you for the information.  I was hoping to avoid using an external pdf editing tool just for this singular use case.

Totaly agree. Even Open Office Writer has an option to set the default zoom level when you export to PDF.
There should also be an option that when clicking on a bookmark, you will be taken to the page itself, without scrolling directly to the anchor.
If I'm not mistaken, PagePlus had an option to treat links from bookmarks as links to pages. It could have been used to avoid scrolling directly to the anchor.

I will leave the arrangement of bookmarks in alphabetical order in Anchors panel without comment because it is a tragicomedy and not professional bookmark management.
