Layers (adjustment and filter) - control panel visibility is inconsistent

When switching to a different layer in the layer stack by clicking on the name area of the layer, then

- if the previous layer was an adjustment and the associated control panel was shown, then switching to another adjustment layer opens and shows the new control panel

- if the previous layer was an adjustment and the associated control panel was shown, then switching to a filter layer that closes the control panel. From now on, switching to another layer will not show the control panel again until the layer's icon area is clicked on.

This is inconsistent behavior.
