Ipads create HEIC files by default, but cant paste from clipboard ie from files.

Is this a sandbox issue?

Can import from photos of course, in addition to using import from files. I suspect this is an Apple limitation. 
 

Will the ability to paste between apps ever be resolved, or is this an intentional Apple design obstacle?

I was able to copy an image from Photos into a new image in Affinity Photo. I did get a prompt asking me to allow me to paste. Are you sure you have a pixel layer selected?

I hope so. It's not a single limitation Apple specifically designed in, but one of many limitations in how an iPad and an iPhone work, basically, from the beginning.

iPads have moved much further into the workplace and professional use than Apple probably expected, and as you can see from the development, Apple has embarked on a long journey with iPadOS to make iPadOS a bit more usable for work tasks.

It will probably take a long time, and for every adaptation of iPadOS, Serif will have to adapt Affinity in an upcoming release. Whether it will be the earliest or several releases later, we don't know.

You need to think carefully about whether you really want a small Apple laptop when considering an iPad for work.

I was attempting to copy from files in lieu of from photos. I like to know where my photos are located and not have multiple versions after every edit utilizing 2x or more space.

I see now where you are getting that error when copying from Files. Does seem like a bug. If it is for a new image under "Open" there is "Open Document" that will open from Files.

I believe this behavior is by design. The intention being to make the device more secure.

Apple customers seem to be of 2 camps, those who love Apple and the way they do things, and those who really dislike the Apple way of doing things. Your comment could appeal to either camp.

Oh, I'm not a fanboy or a member of any hate camp 🙂

Yes, you're right about the design. What I meant was that it's not a particular detail Apple has blocked, but rather a larger security concept that collectively makes several things difficult or impossible. 

Overall, it has unfortunately also made iPadOS clumsy to work in in our types of work, because you encounter these limits incredibly often and here I think especially about files. I can connect many things to my iPad Pro, but the workflows I find myself forced into are not good.

I'm curious to see what iPadOS will look like in a few years, because I don't want to be running around with a laptop that consists of a lot of keyboard and touchpad.
