The clone tool brush only paints ay about 80% capacity 

Below he screen snapshot show the brush set at 100% for all three criteria.  The top black rectangle was first painted by  a basic round brush and the same brush was used for the clone tool.  As is clearly shown below  the cloned rectangle is grey, guessing about 80% opacity of the black above.

From other post it would appear there is a problem with brushes painting below 100% opacity.

Is there a fix, can anyone see if I have something set wrong?

Two questions: 

1. What brush did you choose from the Brushes panel? 

2. Do you have Wet Edges enabled? Context Toolbar, toward the right edge.

Make sure the Wet edges checkbox isn't ticked for the Clone Brush Tool.

I was using a Basic round brush and the wet edges was not ticked

The really odd thing is, I did another test this morning and it working and producing a 100% opacity copy.     It's been working at about 80% for a quite some time and yesterday I did a fair bit of cloning and had to go over areas twice to get 100%.  I've just gone back to the image I was editing yesterday and it's working perfectly with the image. ??????????

I haven't intentionally changed anything from yesterday's setting.

Thanks for responding, let's hope it keeps working.
