So I'm having issues with Layer Effects. When I click; on Layer Effects(FX) panel and click on one of the effects, for example, 'Outline' and change the settings like 'Radius.' Blocks would show up around a cutout image of me. The same goes for the other Layer Effects as well. I have attached a screenshot; so you know what I mean. Then you have to go through the same route as you've done before with Monterey here for Ventura, try to adjust the APh performance settings under preferences in terms of "metal" computing etc. Try to disable "Hardware Acceleration: Metal" and setup instead "OpenGL" restart APh and compare if it makes any difference here in contrast to "Metal". Some parts look like relics from background erasure. Try inserting a Fill layer (white) under the image, and provide a screenshot. Or make a little screenrecording which shows the whole behavior here as an MP4 and post it here. See ... How to record your screen on the Mac ... or use some other dedicated third party screenrecording software.
