The option to change mouse shortcuts?

No idea if this is a thing, but google says it isn't so I'm here to ask about it.

 

as a photoshop refugee, I would love to see the option to change the zoom functionality from Ctrl+Scroll to Alt+Scroll. I have so much muscle memory built up that trying to switch over to Ctrl+Scroll is monumental at this point. More flexibility with the shortcuts in general would be appreciated but this is one thing I would love to see.

The keyboard shortcuts are in the Edit/Preferences/Shortcuts menu.
The mouse is not managed there, but the mouse manager may allow you to modify its behaviour.
In the meantime, here is what Ctrl looks like when the mouse wheel is turned on Windows.

on Windows you have AutoHotkey (very powerful tool for mouse/key modification). I use it back when I was on Windows. It can do much more such as pixel detection etc.. almost like programming.

on macOS, you have Karabiner . Not as powerful as AutoHotkey but good enough for most modifications. For example, I use this combo a lot in AP: Backspace, Enter. To save me the hassle of having to use my right hand to reach these two keys, I map them into one button on my mouse with Karabiner. One mouse click = Backspace, Enter. And you can make it so it only activate when AP is active. Very cool app. There’s a bit of learning curve so it’s not user friendly at first but there are plenty of examples out there you can use to modify. This is my example, showing you what can be done:
