Is there a general antialias setting for Affinity Designer on Desktop?

I have never mastered color management, period, so I cannot help with that.

To make it a general setting, simply place all your document content into one "master" layer. That can even include all artboards, as they are also technically objects.
Then use the aforementioned Blend Ranges cog wheel to open the settings for this master layer.
Apart from the "either/or" Antialiasing popup menu, Blend Gamma and Coverage Map affect antialiasing as well. So you have several methods to fine tune it.

However, often you may get better results by adjusting objects selectively. That's why these options are available for every object individually.

Also to keep in mind:
If you plan to export to a pixel fomat, you should always preview your design in View > View Mode > Pixels

Actually I was partially wrong here:

  • On "Layer", "Group" and "Artboard" type of layers/objects, only the Antialiasing popup menu seems to have effect.
  • Whereas for Blend Gamma and Coverage Map you have to select objects like shapes, curves and text directly if you want to apply these attributes to them. Of course, you can select multiple objects and apply the Blend Range attributes to all of them in one go.
