Do you just have Publisher? This can be done in Publisher, Designer or even Photo.

  1. You need to convert your text to curves, which produces a Group.
  2. Ungroup, and all the text, now curves will be selected in the Layers Panel.
  3. Go to Layer>Geometry, and select Merge Curves
  4. This will produce a new layer called Curves. Notice the plural.
  5. Now select your rectangle and the Curves Layer.
  6. Go to the Boolean Subtract Operator. This should cut out the Text Curves from the rectangle. 

Is that what you wanting to do? IF not could you provide a screen recording or possible upload a file showing what you can / can not do?
