Attached you'll find weird results with a document 2020-04 Leinwand WC.afpub I created today. It looks fine in Affinity Publisher but breaks in different ways if you open the exported PDF 2020-04 Leinwand WC DRUCKDATEN.pdf in Edge, Adobe Acrobat (weird bar at the bottom) or the preview of the printing company (background is missing).

I usually don't have these problems and can't find any missconfigured settings (e.g. wrong PDF Standards on Export, no spot colors or overprinting, wrong transfer mode like multiply etc.)

For me, it looks like a bug.

I'm not too sure exactly what's going on, but if I rasterise the background the resulting PDF looks just like the APub version, so I assume it's something to do with using a Picture Frame with a gradient fill. (Although the file size also gets a lot bigger!)

I also solved this by completely removing the picture frame at all and drawing a new rectangle. Besides, I don't think this should happen. I'd expect, that the frame renders as a shape as long as there is no image content.
