...but doesn't have to be exactly like this. Basically something you'd click and drag just like you would with the rectangle tool. Apologies if the answer is right under my nose... seems like something the program could do quite easily.

Welcome to the Affinity Forums :)

If you don't require the object to be rectangular, you can use the Cloud Quick Shape Tool, changing the settings on the context toolbar until you're happy with the shape -

If you require this to be rectangular, similar to the image you have provided then unfortunately there are no Quick Shapes in Affinity that can directly create this, so I would recommend drawing the shape manually, using the vector tools.

If you draw that shape once, you could add it to the Assets panel so you could drag it out from there to add it to new projects. Not quite the same as a Rectangle Cloud Tool but close enough if the shape will always have the same number of humps.
