When I try to open a new photo, using File -> Open -> Media Photos, the photo library is not current. The most recent photos loaded into the Apple Photos app (synchronized to many Apple devices through iCloud) are not visible. When I open Photos app on same MacBook Pro, I see the recent photos, but Affinity Photo does not see them. 

I'm on a MacBook Pro 2012, MacOS Catalina version 10.15.7.

This sounds like an issue that will happen occasionally. Check the File Type entry, found in the lower-right of the Open Dialog window. Sometimes it gets changed, and will show .txt file type. If it does just change it, type in the file type(s) that's in your photo library, or if there's a drop-down menu, open it and change it to All Documents.

@Ron P., the OP is using a Mac & trying to open files in the Apple Photos app, via the Media > Photos option in the sidebar of the File > Open dialog on Macs.

I don't know why the Apple Photos app is not showing AP the most recent photos added to its library, but what you are showing for Windows is not relevant to the OP's issue.
