When a locked layer isn't?!

I just ran into a bug using Photo (latest version) on the iPad. I had a locked layer selected and began drawing and instead of preventing me from drawing and telling me the layer was locked Photo just went right ahead and let me edit the layer regardless.

I really, really want to make Affinity apps part of my core toolset, but it's countless maddening little issues like this that really kill any and all confidence I have with these apps. I've attached a video to demonstrate the behaviour.

The unexpected limitations of the ‘locked’ layer behaviour have long been a cause for complaint among users of the Affinity apps, even before they became available for iPad. Locking a layer prevents its transformation or deletion, and (usually) makes it impossible to select on the canvas, but that’s all.

Unfortunately no. You can delete a locked layer together with its useless lock.
