Changing The Stroke Size Of Line

Please clarify what you mean by a line. For example, do you mean a line of text, an object pasted inline in it, or something else?

Yes, if you specify a custom character to be used as the line:

tableader_linewidth.jpg.dc9dba026e8fe201142203d2fb7899d9.jpg

You could make the stroke width a character style to make formatting easier and coherent but I am not sure if it can be made automatic, and part of a paragraph style (e.g. in table of contents...). Certain fonts might also have a suitable line character at low position so that there is no need to change any style parameters.
