If so, enabling Snapping, and setting Force Pixel Alignment On and Move by Whole Pixels Off should help. However, for now I'm afraid you have no choice but to enable Snapping when you want to create a new Artboard from scratch or by duplicating/moving an existing Artboard, and then disable it to continue working.
