With the Layers Panel visible, click the Hamburger menu on the far right of it and select Auto-scroll

Due to the fact that Boris Johnson is now our Prime Minister, punctuation, spelling and grammar will never be worried about ever again.  We now have far bigger problems to be worried about.

Hi, Many thanks for the quick reply. It was already set on auto scroll, this is also the case with a new document I did, just in case it was anything to do with the original one.

This is only a solution if you want to move the layer completely to the top of the layer stack. If you only want to move it somewhere above the currently displayed layers, which I think is what the OP needs, then the Move to Front/Back commands are useless. That's better Back/Forward One, but it's just a more clicking. Therefore, there is the Autoscroll function, ie if it works.
