Yes, you can. One licence for the Windows version of the app allows you to use it on any compatible Windows devices that you own or control, as long as no one else is using it for commercial purposes.

Another laptop is my second laptop than I gift it to my little brother. is it can contain license issues when I using the same license for it

If your little brother lives in the same house and you decide what software can be installed on that laptop, then for practical purposes it’s the same as if you retain ownership of the laptop but lend it to him. If he is going to own and control it, or if he intends to use the app for paid work, then he needs his own licence.

To buy a licence as a gift for your brother, email affinity@serif.com and ask them to sell you a redemption code. Then give that code to your brother so that he can purchase the app for himself, using his own email address and paying with the redemption code provided by you.
