This is an intentional change in 1.9. It doesn't worth adding to the Help although it could have been mentioned in the log/changes (probably an omission, i haven't checked). Selecting an Adjustment category no longer opens the default preset by default (and add the respective adjustment to the Layers panel). You have now to explicitly click/select an adjustment preset to apply it to the image/see the respective adjustment dialog.
