Turning rotated image into picture frame makes image larger

1. Place an image.

2. Rotate the image.

3. Convert to picture frame.

Result: The image gets bigger + even more rotated.

Perhaps a moderator wants to split this: Doing this with a PDF in the latest beta and undoing the last step results in a crash to desktop.
