Text reduced 1000% when file reopened

I am placing some files from a PDF document exported from Sketchup Layout. The file has 4 images in it. I can place the images no problem but when I save and quit Publisher and go back in again for further editing the text on the placed images is ALWAYS so tiny it cannot be read. 

Something is occurring between when the document saves and closes and is reopened again. For some reason the software is choosing not to read the original image and is severely reducing th text size from the placed PDF image.

This happens without fail every single time I reopen the software after the images have been placed. So whenever I need to go back in and edit the document I have to reload all the same images again to be able to export a usable file.

The document is also crashing equally often when I try to save the document first before I export the file out.

This is HUGELY frustrating, to the point I am going to stop using Publisher completely due to these horrific bugs.....

...and yes, the software is up to date.

1. Are you using the latest release version? Yes
   (here's how to check)
2. Can you reproduce it? Yes
   (if you cannot then we may struggle to also, making it even harder to fix)
3. Does it happen for a new document? If not do you have a document you can share that shows the problem? Yes, it happens in a new document as well
4. If you cannot provide a sample document then please give an accurate description of the problem for example it should include most of the following: See attached file

•    What is your operating system and version (Windows 10, OSX Mojave, iOS 12 etc)? Windows 10
•    What happened for you (and what you expected to happen) The files are placed from a combined PDF on an A3 layout, when the document is reopened all the text is so small it's unreadable
•    Provide a recipe for creating the problem (step-by-step what you did). Open a new document, place images from the file. Save and close, reopen and voila, there it is... 
•    Screenshots (very handy) or a screen capture/video.
•    Any unusual hardware (like tablets or external monitors or drives that may affect things) or relevant other applications like font managers or display managers. Just working from an HP laptop with MX150 4Gb VRAM
•    Did this same thing used to work and if so have you changed anything recently? (software or hardware) Don't have anything else to test it on..

On Win7 it only happen with the embedded version of the document, not the linked one.
