What do you mean by "rulers made in an artboard"? Do you mean rulers that you have drawn as objects? If so, why not just copy them and paste them into the other artboard? If you are going to have several artboards of the same size, and you know the guides you will need, you can create them on one artboard then duplicate that artboard, and each of the duplicates will have the same guides.
