If I had to guess… Have you enabled Lock Children? Or perhaps Transform Objects Seperately? Are any of your layers Locked? I found another solution is to convert the text in a curve and after that I can group and resize without problem. Resize with the outer bottom right handle while holding the SHIFT key.
