There is always a chance it might be added to Designer, but it may remain exclusive to Publisher. Serif is unlikely to comment, and they're the only ones who would know. If you own both, you can either work on your file in the Designer Persona of Publisher, and switch to the Publisher Persona when you need to add a Hyperlink, or you can use Edit in Publisher to to send the file to Publisher (don't convert the artboards to pages, though) and Edit in Designer to send it back. I would suggest just staying in Publisher, and using the Personas to do the work.

True. In that case one would need to round-trip the file between the full applications. Of course, if one happens to also own Photo, one can use the Photo Persona in Publisher. And the Export Persona may not be needed very often while working on the design.
