Can anyone help me how to randomize a bunch of object's position and scale for instance i wanna do a starred background with various position rotation and scale. In AI there is transform each command and you can randomize transform applied on objects.

Welcome to Affinity Forums :)
Currently the only way to get a similar result in Affinity Designer is creating a brush (raster based) where you can adjust several (dynamics) properties to get the random effect you're looking for. It's NOT possible to do this with vector objects through a specific command/feature or using vector brushes.

Welcome to Affinity Forums :)
1. Yes for raster based patterns. With an object (shape) selected change to the Gradient Tool, select Bitmap from the Type dropdown on the context toolbar right above the work area and pick the image you want to use as a pattern. You can control it through the handles on canvas and options from the context toolbar.
2. We don't support vector based patterns from Illustrator.
