Maybe take a video on an example file all steps included.

Simply works here out of the box.
1. open image
2. select portion - copy&paste - new Layer is generated, active and selection still alive
3. call Layer Effects panel - make checkmark on "Color Overlay" and click on the label to make it active
4. Choose color - adjust Transparency and/or Blendmode - done.

While the OP seeks for a solution for Affinity Designer but Photo is mentioned, would a "depth of field" blur work?
I still don´t get an image by "Tapered-Edge, No Blur" unfortunately.

It looks like you have a "Style=Gel" attached to the text - double click the "fx" in the layers panel behind the text to get to its properties.

JAM-session (just another method): Fill both circles with any color you like - select the smaller one on top and set Blend mode to "Erase". Circles will stay intact and in parametric mode if you wish.

Das "Kontur"-Werkzeug hat die Option "Bake Appearance" in seiner Werkzeugleiste. Weiß gerade nicht den eingedütschten Namen.

Not sure how to embroider "translucency" but if it´s just the overall shape I´d export to a high-res version to PNG and autotrace in Inkscape for instance. I don´t know if the embroidery software can handle 5k nodes on a small template though.

The stroke should get thinner when both handles a dragged down simultaneously - which don´t happened. I´d like to have a look into that example file.
