switching documents with floating windows

If I have multiple documents open in floating windows, selecting one from the "Windows"  menu does not bring that window "to-front", and neither does the CTRL-TAB shortcut. The selected document does become the active document, but if it was hidden under other floating windows it remains hidden. The only way to make it visible (changing it's z-order) is to select it from the Windows Taskbar or manually move  other windows out of the way to click on it. It would be handy if the Windows menu and CTRL-TAB shortcut made the selected floating window the foreground window.

Windows 7 & 10 64-bit, Dual Xeon workstation(s) 64gb RAM, and single i7 laptop 32gb RAM

I see the same behavior with the Windows menu. Except that for me Alt+Tab will change the z-order. Ctrl+Tab does nothing.

Respectfully, Callum, it feels more like a bug to me. Unfortunately, I cannot get 1.6 reinstalled to confirm that it was introduced in 1.7, somewhere.
