When the paragraph is the first in a column, its decoration extends logically above top of the column. You are going to have to set the Space Before for the Paragraph Style to match the height of the decoration and use the setting for Always or Column Top in the Spacing settings for the Paragraph Style. The boxed text now flows back to the bottom the previous column, extending its lower part over the column boundaries.
