Cannot move layers on layer panel

After working on several layers, I had to move a layer up or down and AFP would not let me.
If I restart the app it will.
MBP retina late 2013 2.6/16/512

I have the exact same problem of the user above, and also in my case if I restart it works. I am using the commercial version of Affinity Photo (not the beta) on a iMac late 2011.

Any suggestion?

Did you play around swatches, may be this is the same cause.

I too had the same issue where I couldn't rearrange the layers.  After restarting the application, it worked.
