Just a quick note. I could be super, if you would add possibility to choose stroke around the text frame as border in CSS - not only border around whole frame but split it to top, right bottom and left. Thanks :)

As a ‘quick fix’ you could use a single-cell table. That way you can use the table cell border formatting for the whole frame.

Might not be what you want but there is also the Decorations section of the Paragraph Style. This allows for lines on top, bottom and both sides of the paragraph.
