can numeric guide positioning be slowed down?

not sure if this is what you call it but you can tap-drag on a guide’s position field, but doing so moves the guide very quickly — too quickly for making fine placement. I experimented with various finger presses, but nothing I tried slowed things down.

Thanks for bringing this to our attention, I've checked the guides manager on Photo and it certainly appears to react slower than Designer, so I'll be logging this issue with our devs to investigate.

In the meantime, you can click and drag on the guide itself, or if you tap once on the Position field you can manually input specific numbers for its position in your document!
