This is probably the most requested and discussed topic on these forums. We do intend to develop one but it will only be integrated/implemented if the development teams are happy with the quality of its output. There's plenty of third party apps applications/services like Inkscape (open source), Super Vectorizer 2, Vector Magic that allow you to trace images and output them as vector files which you can then import into Designer.
