Just download the installer file from your desktop computer and install it again there in case you are using a Windows machine. If you are using a Mac open the App Store app on your desktop computer (make sure you are signed in with the same Apple ID you used to buy the application on your laptop) and install it from the Purchased tab. No. You will need to buy a license for each platform. The Mac apps are purchased from the Mac App Store. The Windows version of Designer must be purchased from Serif. (US store link here.)
