Moving Layer Behind Current Selection

After drawing an elliptical selection, I'd like to click on the Move Tool and move the layer underneath without moving the selection marquee.  I'm coming from Gimp where the current selection and layer can be moved around independently.  What logic am I missing here?

Welcome to the forums.

 

Which app are you using Designer or Photo? as Photo doesn't act in the same way as Gimp, in being able to move an image underneath a selection. Designer does act similar but with objects such as shapes and not photos.

I'm checking out the features of in the Photo demo.

 

I see where I can resize the marquee by hitting Q for mask.  It would be nice to have the ability to select and work with the marquee and layers separately from each other.
