When I'm cutting and pasting from Word to Publisher, certain accented letters are being replaced by black squares and incorrect letters. eg ā ē š ī . I'm using the same font in both and can paste correctly into other apps like TextEdit  etc. These characters weren't showing in the Glyph Browser until I added the Latvian keyboard so I can now correct them (if I spot the mistakes in a large document) but I just want to understand why they exist in Word and others (without adding Latvian keyboard) but not in Publisher

What is the name of the font, and from where did you obtain it? Which version of Publisher are you using? Your reference to TextEdit tells me that you’re a Mac user, but which version of macOS do you have?

Please attach an example Word document which shows this issue.

I'm using a font called Raleway, supplied by a client. Publisher 1.10.8 and Mac OS 10.15.7

Raleway is a free font, distributed under the SIL Open Font Licence.

OK - is there any reason why it would display correctly in Word but not in Publisher?

Some of your text is two characters (a base character + a combining accent)
and some of the text is a single character.
Your file name is two characters (a base character + a combining accent).
Such as: a (U+0061) + ̄   (U+0304)(macroncomb)
The text in the Word file appears to be single characters.
ā (U+0101)(amacron)
I guess the Latvian keyboard is entering the two characters.
Sometimes there are newer keyboards which enter the single characters.

I cannot replicate the issue - pasting from your doc looks fine.
From Word 2024 and LibreOffice.

My guess is you are entering the two characters, not the single character.
And somehow during the cut-and-paste it is not working.

Text engines will usually convert the two characters into the single character.

I kinda remember this happening in another thread, and it worked with a .doc file.
So try saving the .docx as a .doc file and see if the paste then works.
I think opening the file in LibreOffice, and then pasting, also worked.

You can also do a search for the two characters and replace with the single character.
Raleway has all the combined characters you have mentioned.

Since we cannot replicate the issue we can only guess what is happening.

I would expect the Glyph Browser to show (and allow the use of) all the glyphs in the font, regardless of the currently active keyboard.

The docx to doc workaround didn't help but it works fine if I open the doc in LibreOffice and then paste to Publisher. My version of Word is 16.66.1 from 2022 and I can't update it due to my MacOS so maybe that's the issue. I'll stick with LibreOffice
