Can Glass Morphism be done in Affinity Designer?

Could someone help me create this technique? And also, make it so that when I move the shape, it blurs the background in any location on the image.

You can also add a warp. although, you can't link or group the warp with the ellipse mask, it only works as in the vid grab if you select the linked ellipse mask and the warp to move:

Sorry jhoandsgnr I forgot that I put this together in the 2.6 beta, I should have used 2.5.5 which I have open alongside the beta
