when I like to change my picture in contextual menu should be option - open or edit photo -  and then option of all app like Affinity Photo, Photoshop, in which you can change lighten, contrast, or other values and then, when is done, picture in Publisher must be change in new values updated automatic.

As this is not related to any Beta functionality, and as there is no active Beta at the moment, it would be more appropriate to post that in the Feedback forum, where non-Beta feature requests are supposed to be made.

However, I will point out that you don't have a "picture" selected; you have an ellipse selected. If you had a picture selected in the Layers panel, you still would not find anything in the right-click context menu, but at that point you might have an Edit button in the Context Toolbar, which would open it in Publisher's Photo persona. This will depend in part on what kind of picture it is, and whether it is embedded or linked.
