Software:  Affinity Photo V2

I have a scanned map that was saved as a PDF.

Would it be better to open that PDF in Affinity Photo and directly edit it?

or

Open the PDF, convert to TIFF and then edit?

When the editing is done, in either scenario, my desired output will be PDF, TIFF, or JPG printable 11x17 or slightly larger.

Hi @mmiles and welcome to the forum,

Since the map is scanned, i.e., a raster image it likely makes little difference opening it as a PDF or TIFF...

How exactly do you plan to 'edit' the image?

Thanks Hangman.   The original source was scanned, but that was saved (during the scanning process) as a PDF.

My goal is to update the map editing it in Affinity Photo (adding text, new information, and cleaning it up, contrast, sharpen..etc.) and then print it  (large format) as well as save the new map as PDF and JPG for digital use/archive.

It's still a raster image, though.
