Fitting issue with pinned objects and keep paragraph together at the top of a column

The object pinned at the top of the right column is being fitted at the bottom of the left column. Flow is set to keep paragraph together. It doesn't matter whether the object is set to keep within bounds or not.

It appears that Publisher is deciding whether the object should fit in the left column before deciding that the paragraph won't fit.

The only workaround is to insert a manual column break.
