Drag coordinates shifts when docking panels

I think a lot of us have thought that docking panels was a bit tricky but I noticed today that it's because the coordinates of what you're dragging change the panel enters a panel group. Repeated entering and exiting the group illustrates this but it's the reason that the tab never seems to show up where the mouse pointer is.
