Publisher: How to get Master Page layer tweaks to work in bleed area?

Hello all!

I'm using Master Page color adjustments to affect all of the pages (which is nice!). However, I'm running into an issue that I can't seem to solve. When I apply a layer adjustment to the Master Page, it works fine except for in the bleed area of the pages. Nothing happens there. The attached images shows the issue. I cranked up the luminosity just to make the difference easy to see.

Anyone know how to get this working? Thanks!

In Photo, don't position the adjustment above the image layer.
Drag the adjustment over the image thumbnail so that it masks it.
Or group both layers.
Just don't let them "float freely".
That should already work around the bleed bug.

Also to keep in mind:
Everything affected by the adjustment will be rasterized on PDF export.
