So, if you last used Original Ratio, the next time you use Photo's raster Crop Tool it should come up showing Original ratio. I was expected this also, but I need every time to change the ratio, even when I want to crop the next photo during my active session. FWIW, it works like that for me on my iMac running Catalina.
